I think this a print out of a photo of some text on a screen being used as a sign.
It's in a public loo in Kent somewhere. Presumably this happens because printing is still too hard. DTP software is to very hard to use and printing photos is relatively easy. But easier than Word?
Or maybe there's a David Carson early 90s aesthetic revival in public sector design that I've missed.
